The product package show it's also able to charge 10430 & 10440 batteries, but does not indicate CR123, I don't have a CR123 to try on but I think it should fit as the terminal sizes CR123 when fully retracted. It have 2 color LED indicating charging & charged status.
The charger came with a power cord with 2 flat pins only, if you have a 12v cigar plug to mini DC jack you can use the charger in your car. This charger has a 12v DC input jack.
Good pricing product with quality built, I bought my first one which is black color and cost more, this second unit in grey is cheaper but other than color they are exactly the same.

Use it for my 18650 batteries, works great without problems. Charges as it should charge and far more stable than another cheaper one.
For use in europe you should have the adapter or another cable which is just easily interchangeable.
